Florida leads the list, and West Virginia lands at the bottom.

It takes a lot of factors to determine the best ecommerce state. Nexcess ranked all 50 states, calculating all rankings within a given category. It found the average across those factors and normalized them on a scale from 0-10. Zero was the worst, and 10 was the best). Once it determined scores across all categories, it applied weighting to find the final tally.

There are great places to start or sustain an ecommerce business — and states that organizations and entrepreneurs may care to pass up, says a new 50-state ranking by Nexcess, an ecommerce and cloud computing application development and services company. Florida tops the list with the best business environment for ecommerce development while West Virginia has the least viable conditions. The ranking evaluated factors such as economic outlook, local taxes, infrastructure, and financial resources and scored each state on a scale from 1-10.
